On 20 October 2026, the Supreme Administrative Court and the Ministry of Digital Affairs signed a letter of intent regarding cooperation on the implementation of artificial intelligence in the administrative judiciary.
Judges and court staff will be provided with an AI tool to assist them in their day-to-day work, from summarising documents to analysing the law.
- Today we are demonstrating that the state can make the transition from paper-based to digital processes without taking away jobs or undermining the knowledge, experience and expertise of judges, judicial assistants and all those involved in the administration of justice. Artificial intelligence and digital processes are designed to facilitate the performance of tasks and enable more efficient management of processes. These solutions must be transparent and based on valuable, properly digitised data that ensures their reliability. Because at the end of every process, there must always be a human being, said Deputy Prime Minister and Minister for Digitalisation Krzysztof Gawkowski.
– I hope that in the future, with the support and assistance of the Ministry of Digital Affairs, we will implement IT solutions based on artificial intelligence within the administrative judiciary. Our aim is clear – we want to build an AI Assistant for Administrative Court Judges based on the AI Clerk Assistant. “We will soon be testing the ‘AI Civil Servant’, a product being developed for the public administration by the Ministry of Digital Affairs. I believe that the experience gained will form the basis for the creation and development of an AI assistant for Administrative Court judges,” emphasised the President of the Supreme Administrative Court.
First the testing, then full implementation. The AI Clerk Assistant is a tool developed by the Ministry of Digital Affairs to support the day-to-day work of public administration staff. In the first stage, 30 SAC court staff members – known as ‘ambassadors’ – will test the pilot version. They will assess how well the tool performs in terms of:
• summarising and comparing documents,
• generating draft letters,
• searching for legal provisions,
• and anonymisation.
Every document generated by AI will have to be checked and approved by a judge. A dedicated tool for judges.
Based on the results of the pilot scheme for the AI Clerk’s Assistant, the AI Assistant for Administrative Court Judges will be developed – a tool designed with the specific nature of a judge’s and a judge’s assistant’s work in mind. It will include functions directly related to adjudication and the management of case files.
The Ministry of Digital Affairs will provide the Supreme Administrative Court and other administrative courts with access to future versions of the AI Clerk Assistant, supported by the PLLuM model. The Supreme Administrative Court, for its part, will make rulings from the Central Database of Administrative Court Rulings available to the Research and Academic Computer Network (NASK) – solely for the purpose of improving AI tools. The collaboration is based on the principles of voluntariness and transparency.

On 17–18 September 2026, a meeting of the Board of the International Association of Supreme Administrative Jurisdictions (IASAJ/AIHJA) and a seminar on “Rule of law” were held in Luxembourg (Grand Duchy of Luxembourg).
The meeting of the Board of the Association, of which the Supreme Administrative Court is a member, was attended by the President of the Supreme Administrative Court, Jacek Chlebny, and Judge of the Supreme Administrative Court, President of the Regional Administrative Court in Kraków, Anna Dumas.
During the seminar, a report prepared on the basis of questionnaires submitted by the Association’s member states was presented. The discussions focused on the concept of the rule of law (Panel I) and prospects for its application in the future (Panel II). The President of the Supreme Administrative Court Jacek Chlebny chaired the first panel. Judge of the Supreme Administrative Court Anna Dumas and Małgorzata Szyszkowska, Chief Specialist at the Chancellery of the President of the Supreme Administrative Court, also participated in the seminar.

Visit of a delegation from the Supreme Administrative Court of Poland to the European Court of Human Rights, Strasbourg (France), 6 July 2026
On 6 July 2026, a delegation of the Supreme Administrative Court of Poland, comprising President of the Supreme Administrative Court of Poland, Jacek Chlebny, President of the Regional Administrative Court in Kraków, Judge of the SAC of Poland, Anna Dumas, President of 1st Division in the Financial Chamber of the SAC of Poland, Judge of the SAC of Poland, Roman Wiatrowski, Judge of the SAC of Poland, Andrzej Skoczylas, Judge of the SAC of Poland, Joanna Kolanowska, Judge of the SAC of Poland, Mariusz Golecki and judicial assistant–chief specialist in the Chancellory of the President of the SAC of Poland, Anna Chmielarz-Grochal, paid an official visit to the European Court of Human Rights in Strasbourg, France.
The European Court of Human Rights was represented at the meeting by its President, Mattias Guyomar; Vice-President Ivana Jelić; Judge Gilberto Felici; Judge Erik Wennerström; Judge Frédéric Krenc; Judge Davor Derenčinović; Judge Alain Chablais; Judge Artūrs Kučs; Judge Anna Adamska-Gallant; the Registrar, Marialena Tsirli; the Deputy Registrar, Abel Campos; and other Registry staff.
The meeting included a seminar bringing together judges of the European Court of Human Rights and the Supreme Administrative Court of Poland, which was opened by the President of the European Court of Human Rights, Mattias Guyomar, and the President of the Supreme Administrative Court of Poland, Jacek Chlebny. The following topics were then discussed: Fair trial standard and judicial independence; Review by national courts of the proportionality of limitations on rights and freedoms in the geopolitical context; Migration and the European Court of Human Rights: recent developments and current challenges; and Article 8 of the Convention, in the context of the protection of the private and family life of same-sex couples.

On 18–19 June 2026, the regional judicial seminar “Applying the Common European Asylum System Reforms in the Baltic States” was held in Tallinn, Estonia. The event was organised by the Supreme Court of Estonia in cooperation with the European Union Agency for Asylum (EUAA).
The seminar brought together judges, legal professionals, and experts from EU Member States bordering the Baltic Sea. Its purpose was to discuss the challenges associated with the implementation of the Pact on Migration and Asylum, as well as the role of national courts in ensuring the consistent interpretation and application of the new legal framework.
Three judges of the Supreme Administrative Court of Poland and two judges of the Regional Administrative Courts, delegated to adjudicate at the Supreme Administrative Court, took part in the seminar. The President of the Supreme Administrative Court, Jacek Chlebny, delivered a presentation entitled “Refusal and Ending of Protection: Balancing Protection and Security”.

On 11 June 2026, a delegation from the Tax Disputes Commission under the Government of the Republic of Lithuania, headed by its Chairwoman, Vilma Vildžiūnaitė, paid a visit to the Supreme Administrative Court of Poland.
During the meeting, the Polish procedural framework for the adjudication of tax disputes was presented, together with relevant case law. Current trends and challenges in administrative tax adjudication were also discussed. The participants were further briefed on with the organisation, activities and responsibilities of the Tax Disputes Commission under the Government of the Republic of Lithuania.
